In which case, given that we can also add in-message blurbs, why not
also have an X-header?  

This seems especially pertinent to those cases where the
modification blurb is not only unnecessary, but is unwanted on a
per-list basis.  Its easy to view moderation editing only from a
discussion list vantage.  There are many other list types.  For
instance an announcement list where the moderator adds or updates
canned branding data for list messages which are submitted by
various product depts would explicitly NOT want the blurb for THAT
list, but may well want it for other discussion lists on that same
server.

That impacts all lists, not just the one or two lists I'm interested
in.

I generically agree that the blurb should be there by default.  I
also agree that special action should be required to remove it.
Unlike list-* headers, I don't see value in holding a hard line
here.
