Minimally it is Broken As Designed -- a characteristic we've all
beome very familiar with with Outlook.

I'm not aware of an RFC mandate which covers this area.  That said
its worth realising that Sender is an unreliable header and may be
re-written by the first MTA (depends on how the message was
delivered).
