Check VIRTUAL_HOST_OVERVIEW.  It defaults to 1 and if the hostname
that the cgi script is getting (via HTTP_HOST or SERVER_NAME env vars)
is different than what is specified in the list's web_page_url
variable, the list won't be displayed.

Quick fix, if you aren't doing virtual hosts, set
VIRTUAL_HOST_OVERVIEW to 0 in your mm_cfg.py file.
