One of two problems:

  1) A stale lock file in ~/locks
  2) It really is a timeout (unlikely).

For the #1 remove the locks in ~/locks.  If it really is the latter,
move some of the held messages (~/heldmsg-<listname>-*) off to the
side, and they try accessing the admin interface again.
