[Inpycon] Change the website (was: PyCon India 2018 | Suggestions for Keynote speakers)

Hi Noufal

The change in location has been pushed in the PR
<https://github.com/pythonindia/inpycon2018/pull/43> and is waiting to be
merged since yesterday. A blog post for the same is also on the way, a
banner is a good idea as well.

Can you please redirect me to the GitHub org owner to add edit access of
the 2018 PyCon India website repo to new moderators.(GitHub usernames:
