[Inpycon] Change the website (was: PyCon India 2018 | Suggestions for Keynote speakers)

This is an important point. 

Who's in charge of the website? If they can replace the site with a
placeholder saying that the conference has moved, it'll be useful to
others who are looking at the conference.
