[IMAGE-SIG] Download problem with ILG JPEG library

When I try to download the IJG JPEG library from the PIL page at
www.python.org I get the following error message from Netscape:
	Error opening /Imaging-jpeg6.tar.gz: Permission denied

If the powers that be would fix the permissions on this file it would
be greatly appreciated.
