[PYTHON IMAGE-SIG] OCR information

The NIST library catalog had about 400 hits on "OCR".  It looks like
there is a group working on quality metrics for OCR here at NIST.  The
NISTIR's that are referenced below are research reports.  Contacting the
author of the report is probaby the easiest way to get hold of a copy.
The NIST library is open to the public, so if you feel like driving out to
Gathersburg you can do a little browsing.
