[Wheel-builders] Auditwheel 1.10 and 2.0rc1 releases, manylinux2010 support

I notice one of the changes for 2.0rc1 is to drop support for Python 3.4; it seems a bit premature to do that since the latest 
release was in August and there's a planned release in 2019. Is there something in manylinux2010 that will prevent Python 3.4 from 
running?
