MailMan provides an administrative option to remove duplicates:

    "Filter out duplicate messages to list members (if possible)"

I believe that it is on by default.

Am I right that, if set, this eliminates your problem?

Maybe a procmail rule something like this:

    :0:
    * ^(To|Cc):.*tutor at python.org
    tutor-python-folder

Note the Cc.
