You're probably looking for the identity() function:

>>> numarray.identity(5)
array([[1, 0, 0, 0, 0],
       [0, 1, 0, 0, 0],
       [0, 0, 1, 0, 0],
       [0, 0, 0, 1, 0],
       [0, 0, 0, 0, 1]])
###
