[Tracker-discuss] [issue625] Limit the number of bpo issues linked to a PR

If a PR links to several bpo issues, we should avoid adding the PR to all of them, but rather limit the linking to the first 5-10 bpo issues.
Attached a WIP patch with tests and a possible fix.
