The patch attached changes 'issue.status' permission in schema.py to parallel
those of 'Edit own query'. A tiny change to issue.item.html is then necessary,
as the assignee menu was displayed depending on 'status' permission :)

I think we could restrict the closing to issues with only one nosy user (when
that lands), so a user could give up until someone else replied.
