[Tracker-discuss] What time to do the transition?

So the date is set for Aug 23, but what time, UTC, do we want to do
this?  As I have said I am UTC-7, but since I am going to be on more
for moral support than actual technical help my time zone should not
be a consideration (although Paul is, I think, in my time zone).
