Somewhat, yes - it is a formalization. But it also helps some of us
who don't spend enough time in the tracker to know *where* to move
things. Ideally, this also helps us identify gaps in "personnel"
coverage so we can:

1> Find someone who loves it enough to maintain it
2> jettison it into space if needed (I kid... sorta!)

So yeah, it's a formalization + a data mining operation, and
hopefully, a resource to the community to help identify people who
should be added to bugs so poor Georg doesn't have to reassign
everything.
