Are you using a 64 bit version of Outlook?  If so, that's your
problem.  SpamBayes is a 32 bit plugin, and can't work in 64 bit
Outlook.  (I do not expect to see a 64 bit SpamBayes build.)

Your options are running a 32 bit version of Outlook 2013, installing
SpamBayes as a proxy between your Internet connection and Outlook
instead of as an Outlook plugin, or doing without SpamBayes,
