[Spambayes] spambayes-1.0.4.exe

I just downloaded the above in my windows 98 system.  [I have recently been plagued with spam]  It seems to be installed, but there is no "toolbar" as described in the instructions for use.  Is spambayes unable to operate in my computer?  I would like some help.  Thank you, Jim
