[Spambayes] Missing toolbars Outlook 2007

The installation completed successfully but no toolbars appear.  The logfile
only contains one line : Unregistered: SpamBayes.OutlookAddin.  SpamBayes
appears in the Trust Center but is described as Inactive.  Does anyone have
any suggestions how I might activate it?
