[Spambayes] spambayes quit working and won't reinstall

This is almost certainly Outlook having disabled the plug-in.  Help->About
Microsoft Outlook->Disabled Items.  You'll have to ask Microsoft why they
put this in two places, and why one of them is underneath the About dialog
(certainly makes no sense to me).
