[Spambayes] Doesn't load

The rights that are missing are rights to write to non-user parts of the
registry, to tell Outlook about the plug-in.  The simple solution is to log
in as administrator, install for all users (as in the troubleshooting
guide), and then it should be there for the regular user.  Alternatively,
set the user's access to administrator temporarily, do the install, then
restore the access (it's only required for install).

There has been fairly recent discussion about whether these rights should be
required or not - the list archive has details (the thread subject is "Local
admin rights") if you are interested.  It's not clear yet what the outcome
will be...
