It depends what access the user has.  The installer needs to be able to
create the files/directories in the specified installation location, and
write to the registry (HKEY_LOCAL_USER).  A regular user would typically
have that much access, but if not, then won't be able to do the install
(without writing to the registry, Outlook has no way of knowing about the
plug-in).

section of the troubleshooting guide.  A copy is installed with SpamBayes,
