All.  I happen to be typing this on a Win98SE box with Outlook 2000 right
now, using the SpamBayes Outlook addin.  The latter only works with Outlook
versions >= 2000, not with Outlook 98, and not with any version of Outlook
Express.  Your mail client has much more to do with which version of
SpamBayes you need than the version of Windows you use.  You didn't say
which mail client you use.  If you're not using Outlook >= 2000, then see
the "Non Outlook Solutions" section at the bottom of:
