On the SpamBayes web site (http://www.spambayes.org/), click "Windows" in
the navigation bar on the left, and then click on the "download the
installation program" link under Latest Releases. Here is a direct link to
the download, but this location may change if program updates are released:

You appear to be using Outlook Express, so let me issue one bit of warning.
Many people confuse Outlook Express with Outlook, Microsoft's full featured
mail client. Although they have similar names, they are entirely different
programs. The version of SpamBayes that is most often reviewed in magazines
is the Outlook version which is simple to set up and adds a toolbar and
configuration dialogs directly into Outlook.

There is a version of SpamBayes that works with Outlook Express. You'll need
to select "Server/Proxy application" in the installer instead of "Microsoft
Outlook Addin". Configuring this version is a little more complicated and
requires you to use a separate, Web-like user interface to configure and
train SpamBayes. It can sometimes be a little confusing for less technical
users, but if you know how to set up filtering rules in Outlook Express then
you can probably handle it.

FAQ #2.1 may provide a little more info:
