[Spambayes] dll won't load in W2003

I am running Windows 2003 and get the message "Unable to register the
DLL/OCX: Dll register server failed; 0x0000000."  The dll is
addin/spambayes_addin.dll is what is trying to be loaded.  Any ideas?
