It certainly is supposed to work that way - and indeed does for most people.
Are you sure that Outlook is being completely shut down before you power off
the machine?

Either way, the latest versions in CVS actually save the database after a
training operation rather than at shutdown, meaning this should be even less
likely to happen again.

Nope.  I'm not even sure what you mean by this.  You mean a system where the
per-user database is stored in exchange thereby giving the ability to
"roam", or you mean a single database shared between all users and
administered centrally?  The former is more likely than the latter :)
