connections from other hosts - but I need to do it from
a *BSD command line on a system without X or a
graphical browser installed.

Simply enter the appropriate values in your configuration
file with whatever your favourite text editor is. The
option you are after is [html_ui] allow_remote_connections.
The FAQ has more details about finding out what options
there are and how to set them.
