A suggestion on spambayes at python.org from Johan
Geertsma  is to make installing for all users an option
in the Inno installer.

This makes sense to me, since it's a reasonably common
request and (being off by default) shouldn't confuse
people that don't need it.

I'll try and get this done for 1.1 (a1, hopefully).
