I've tried to answer these questions on our wiki page: https://wiki.python.org/moin/SummerOfCode/2015 The very first step is to choose a sub-org, because each one has a different way of communicating and different bug queues, so the later questions are all things you need to ask your sub-org. Unfortunately, we don't know who all the sub-orgs will be yet, since a number of groups are applying separately and won't get in touch with me to be listed until they know if they've been accepted as separate orgs. You'll start seeing a complete list after March 2nd, but you can see who's on there now. Here's what I suggest specifically for beginners: If you're a total newbie, I highly recommend hanging out with the fine folk of OpenHatch. I don't know if they're participating in GSoC this year, but the goal of OpenHatch is to help new folk get involved in Open source, and they are wonderful and helpful people, so even if they aren't participating, they can often help you get started! Python is an "umbrella organization" which means we have a variety of different projects under a single "umbrella" Here's the list so far: https://wiki.python.org/moin/SummerOfCode/2015#Python_Project_Ideas (Note that more are coming, but our sub-org deadline isn't until March 16th, so that people have time to apply separately and come to us if they didn't get in as a separate org.)
