[SciPy-User] NumPy Binomial BTPE method Problem

As a follow-up, I should submit a pull request, correct? Has this
conversation been copied/moved/seen on the appropriate numpy mailing
list (I realized after the 2nd or 3rd post I probably should have
posted it to numpy-dev).
