1. Maybe the PIL developers would like to see this 
*narrowly* targeted development happen no matter where it 
happens.  Possibly even for use in PIL.  It never hurts to ask them.

2. Of course, getting a response has been problematic.  That 
is one key driver of this push, I believe.  So if they do 
not respond, how about have this as a SciKit, so that it is 
outside of SciPy proper.
