What do you mean by yum does not work ? I have packaged numpy and scipy 
for FC 5 over there:

http://software.opensuse.org/download/home:/ashigabou/Fedora_Extras_5/

(more details instructions are on the scipy webpage, which unfortunately 
is down right now)
