I've never used it for scipy, but SVN (SubVersion) for an end user that 
wants the latest-and-greatest is pretty easy to use. Just:
- install svn on your computer
- at a console, type "svn checkout http://url-of-svn-server-you-want"
and you'll obtain a directory with the (usually installable) source code 
you need.

Then (if everything's been done right) just install like you would 
install a tarball.
