Please, try to follow the corresponding notes from INSTALL.txt
(make sure that you have the latest copy from Scipy CVS). It should
explain all basic steps needed for building ATLAS+LAPACK libraries for 
SciPy use. If instructions are not clear, then complain (constructively
if possible).
