[Scipy-organizers] Launching the new website

Hi all,
Looks great!  A couple issues:

- on the sponsorship application page, the "terms and conditions" link
leads to "Page Not Found".
- the Sponsors->Sponsor Levels menu link seems to be broken.

I submitted a fake tutorial and a semi-fake sponsorship request, and
everything seems to be working smoothly.  Great job to the technical team!
