[SciPy-Dev] Welcome Tirth Patel to the SciPy core team

Hi all,

Please welcome Tirth Patel (@tirthasheshpatel) to the core team! Tirth has
been an active contributor for a little over a year, authoring and
reviewing several PRs involving scipy.stats and our CI suite (
https://github.com/scipy/scipy/pulls/tirthasheshpatel). He also has several
projects in the pipeline, including the long-awaited addition of UNU.RAN (
https://github.com/scipy/scipy/pull/14215).
