[SciPy-Dev] Proposed SciPy 1.5.0 Release Schedule

The 1.5.0rc1 wheels are slightly delayed because I had to bump Cython
version in the wheels branch to match our Cython bump in the main repo.
That'll cost about half a day of time, so maybe later tonight or tomorrow I
can put those out.
