[SciPy-Dev] new repo: scipy-sphinx-theme-v2

Hi all,

After 3 months of work by Shekhar, the new SciPy Sphinx theme is finally
close to ready. We have just moved the repo from Shekhar's personal account
to https://github.com/scipy/scipy-sphinx-theme-v2.

There's a small demo deployment at
http://pr-40-scipy-sphinx-theme-v2.surge.sh/, and a deployed version of the
NumPy docs built with this theme at
http://generated-numpy-docs-14648-2-sphinx2.surge.sh/.

Shekhar is still making some further improvements and making it easier to
customize the theme. Now is a great time to try this out and give feedback
though.
