[SciPy-Dev] toolchain roadmap

Hi all,

This is worth a mention: Paul van Mulbregt wrote a very nice "toolchain
roadmap" that was just merged. So if you want to know when you can use C99,
or what LAPACK versions are supported, or any such question:
