The google doc proposal right now seems to say environment variable. I
think that's fine, better than a config file/script (which I'd really like
to avoid). The name should be scipy-specific though, right now it says
"BACKENDPATH". Perhaps something like "SCIPY_FFT_BACKEND".

As for setting it in code, a context manager would be nice in addition to a
regular function. API something like:

1. set_backend(name)
2. get_backend()
3. with fftpack.backend(name):

None of the code in SciPy should directly rely on GPUs, however some code
in SciPy may already work if you pass in a CuPy array (due to
__array_ufunc__ and __array_function__). When you think about a CuPy
backend, it should work by passing in CuPy arrays instead of NumPy arrays,
and having things work transparently via those array protocols. It doesn't
really make sense to put in code to convert array types imho, that will be
inefficient and hard to maintain.
