[SciPy-Dev] scipep repo

Undergoing the agony of writing one of these scipeps has made me realise
its usefulness in examining the merits of proposed large changes to the
codebase.

I would recommend it for things like GSOC projects (instead of project
proposal?), and for other large changes (of the size of #8328). This would
help publicise the proposed changes to the wider scipy community.
