[SciPy-Dev] deprecating all misc.pilutil functions for 1.0

Hi all,

We've discussed this before, but never actually cleaned up all the
misc.pilutil functions. I've just submitted
https://github.com/scipy/scipy/pull/7869 which deprecates all of them -
they're beyond rescuing and have better alternatives in Matplotlib,
scikit-image and Pillow. Details in the PR description.
