[SciPy-Dev] release schedule update

Hi all,

Here's an update on the release schedule for scipy 1.0. We will need
another release candidate, and are falling a little behind - here's my plan
for the new dates:

Sep 16: Branch 1.0.x --> done
Sep 17: beta1 --> done
Sep 27: rc1 --> done
Oct 7: rc2 --> move to Oct 17
Oct 17: final release --> move to Oct 24

Here is the list of things that have to go into rc2:
1.

2. Ensure we pick up the fix for https://github.com/scipy/scipy/issues/7969
to get the Windows wheels right.

There are no unsolved blocking issues; the only reason for Oct 17 for rc2
is that I'm traveling now and didn't/don't have the bandwidth to do it this
week.
