[SciPy-Dev] welcome Antonio to the core team

Hi all,

On behalf of the SciPy developers I'd like to welcome Antonio Horta Ribeiro as
a member of the core dev team.

Antonio has been contributing to scipy.optimize and scipy.signal for a year
now, and has recently finished his GSoC project on a large scale
optimization algorithm (

https://github.com/scipy/scipy/pulls/antonior92 for his contributions so
far; I'm looking forward to more to come!
