[SciPy-Dev] Failing PR with time-out on CircleCI Sphinx document generation

Hi

I've submitted a PR (https://github.com/scipy/scipy/pull/7374) and it's
failing CI while generating Sphinx documentation with a time out (
https://circleci.com/gh/scipy/scipy/2726). I've not been able to replicate
this issue on my setup. Can anyone offer suggestions on what changes I can
make to the PR to pass this test?
