[SciPy-Dev] Ci testing.

There is currently an issue building the master branch on OSX. I thought we
were testing OSX builds on travis, where did the osx entries go to in
.travis.yml? Or am I imagining things? Also how are we testing on windows
now, there's no appveyor script.
