[SciPy-Dev] new foreign function interface merged

Hi all,

I think this deserves some advertising: Pauli wrote a new unified foreign
function interface, which was just merged [1]. It's exposed as
scipy.LowLevelCallable [2] and will be part of the 0.19.0 release.
