[SciPy-Dev] [SciPy-User] Numpy 1.11.0rc1 released.

I have tested numpy, scipy, sklearn, pandas and my own in house
project. They all come out clean, with the exception of pandas, that
goes from (SKIP=500, errors=3, failures=3)  to (SKIP=499, errors=3,
failures=9). Find output attached.

The system is a Fedora 23 with Python 2.7. and GCC 5.3.
