[SciPy-Dev] welcome Jaime and Anne to the Scipy core team

Thanks, everyone! I don't know how much time and energy I can contribute,
but I am claiming scipy contributions as "knowledge utilization" on a grant
proposal, so I guess if I get the grant it becomes part of my job
requirements. Not to mention I use scipy and need it to work well!
