[SciPy-Dev] About Application for GSoC

Hi Tsutsumi,

I would suggest that you move the API discussion and design to an earlier
date (like the community bonding period) since the discussion can take a
considerable time before reaching a consensus by the community and that
could eat up your implementation time. Just my two cents.
