[SciPy-Dev] 0.13.1 bugfix release plan

Hi all,

A serious regression for ndimage.label was found in 0.13.0, so the plan is
to do a bugfix release quickly (sometime next week):
https://github.com/scipy/scipy/issues/3049

Are there any other fixes that should be taken along for 0.13.1?
